Special Education

At Vision Academy Charter School (VACS), we are committed to ensuring that every child has access to a high-quality education. We provide equal opportunities for students with disabilities by implementing Individualized Education Programs (IEPs) or Section 504 Plans in both academic and extracurricular settings. Specialized services may be provided internally by VACS staff or through partnerships with external providers such as the Delaware County Intermediate Unit (DCIU). These services may include speech and language therapy, psychological services, occupational therapy, physical therapy, and other related therapies.

Oversight & Support

The Principal and Special Education Coordinator oversee the implementation of IEPs and 504 Plans. They work directly with teachers to ensure that instructional strategies are tailored to meet the needs of each student. When appropriate, VACS also uses team teaching models to provide additional support and ensure that all students receive the services outlined in their plans.

Identifying & Addressing Disabilities

VACS uses the Multi-Tiered System of Supports (MTSS) as the primary framework for identifying and referring students for special education services. Our Child Study Team—which may include the special education coordinator, teachers, administrators, and related service providers—works collaboratively to:
  • Review concerns from teachers, parents, and guardians
  • Analyze classroom performance data
  • Observe students in the learning environment
  • Implement targeted interventions
If interventions are insufficient, the team may recommend a special education evaluation in accordance with state and federal requirements.

Inclusion & Least Restrictive Environment

We are committed to educating students with disabilities in the least restrictive environment possible. Students with disabilities learn alongside their peers, and services outside of the general education setting are only provided when necessary. We promote inclusion, encourage engagement in schoolwide activities, and foster a strong sense of community belonging.

Family Partnership

Parents and guardians are active partners in the special education process. VACS provides families with procedural guidelines and safeguards, and our Special Education Policies and Procedures Handbook (approved by the board) is available upon request. The Principal is ultimately responsible for ensuring compliance with all special education laws and regulations.

State Testing & Accommodations

VACS complies with all state testing requirements for students with disabilities. The special education coordinator works closely with the curriculum director to:
  • Ensure accommodations are provided for the Pennsylvania System of School Assessment (PSSA)
  • Communicate testing expectations and results with families.

Behavior Support Plans

Our Child Study Team also supports students who face challenges related to behavior, attendance, or discipline that may impact their learning.
  • Individualized Behavior Support Plans are designed to address the needs of at-risk students across the curriculum.
  • When necessary, behavior-focused IEP meetings are held to revise plans for students with disabilities who require additional interventions.
